Dewan Unit

The National Center for Security and Crises Management’s Dewan Unit is considered the main official communication point between the Center and the external parties it deals with, as it receives correspondence in various ways and directs them to those concerned according to the highest standards of security, confidentiality, speed and in a sustainable manner. It also works on coordinating efforts and organizing various communications to reach the best response, whether at the internal or external level, by switching to digital communication (paperless government) in line with the digitization policy of state agencies. In addition, the Dewan Unit plays a coordination role with regard to preparations for receiving visits and delegations, preparing minutes of meetings and coordinating agreements with external parties.

The Operations and Plans Directorate

The Operations and Plans Directorate is considered the main nerve of the National Center for Security and Crises Management. The Directorate plays a key role in applying the Center’s vision, mission, tasks, especially during times of crises.The Directorate has an active role in providing an advanced infrastructures communication network, modern technology, timely and accurate data and means for early warning to support decision making, and achieve resilience at the national level, by coordinating and unifying efforts and capabilities with all sectors and stakeholders to plan for and manage crises and disasters efficiently.

The Operations and Plans Directorate's policy is based on reflecting the concept of the Center’s operations on the following levels:

  • Tactical Level
  • Operational Level
  • Strategic Level

The Directorate is primarily responsible for overseeing all aspects of crisis management, and how to confront a crisis and address its effects, by following up on and evaluating national, regional and global events and issues that have direct repercussions on national security, and determining planning priorities for expected crises based on the national risk register and assess priority risks, which is the basis for preparing coordinated national plans to protect citizens and properties. The Directorate is also in charge of building, maintaining and updating the comprehensive national database that serves the nature of the Center's work in coordination with the concerned parties. It also follows up on the activities undertaken by the authorities that deal with crises management and ensures their readiness.

The Administration and Human Resources Developments Directorate

The Administration and Human Resources Developments Directorate is responsible for setting policies and objectives related to administrative affairs and technical sustainment necessary for the Center’s work. It also works on developing the Center’s organizational structures, improving the level of functional performance of the Center’s directorates, unites and offices, in addition to maintaining and sustaining the technical readiness of the systems operating in the Center. Furthermore, it provides supplies by preparing and developing instructions related to managing resources and procurement, monitoring the procurement budget, following up on transportation and providing services to sustain the work of the Center.

The Finance Affairs Unit

The Finance Affairs Unit handles all matters related to the financial affairs of the Center, including preparing general budget, documenting financial records in terms of revenues, expenditures, and others, in addition to preparing plans for financial spending and rationalization in the interest of the Center.

Security Department

Follow up on all matters related to the security of the Center.

The Information Technology and Communications Directorate

The Information Technology and Communications Directorate duties stem from the Center’s mission of coordinating efforts and duties among all state institutions through developing information systems, providing effective and safe communication systems with all state institutions, and providing all forms of technical and logistical support to the directorates and units of the Center, in addition to operating rooms to achieve the desired goal.

Studies and Prediction Unit

The Unit prepares studies, research and international reports related to the most prominent national, regional and international issues related to crises and disasters that which have direct repercussions on Jordanian national security, and works to strengthen early warning systems and risk analysis by building a comprehensive national information and database and in coordination with various stakeholders from ministries, institutions and apparatuses.

Media Response Unit

The Media Response Unit coordinates to unify the national message during crises and disasters and monitors the information and media environment to provide advice to the crisis leader in real time to enhance the principles of transparency, access to information, and ensure its flow to media platforms and the public in general, including feedback and open sources of information.

The Training and Qualification Directorate

Based on the vision of the National Center for Security and Crises Management in building national capabilities to deal with crises; the Training and Qualification Directorate works to develop the skills and capabilities of its employees, national and private institutions to keep pace with the rapid changes in the regional and global environment, seek to develop the level of qualification of workers in the crises management system in accordance with the latest international standards and concepts efficiently and competently, and work on refining knowledge and skills and raising the level of expertise needed in managing crises, dealing with them and planning to confront them. The Directorate holds specialized training courses and workshops throughout the year, and prepares training plans and programs that are consistent with the requirements of the strategic environment by continuously updating the training curricula. The Directorate also organizes lectures outside the Center in the field of crises management and disasters risk reduction. The Training Directorate works on organizing, coordinating, planning and supervising the implementation of multiple annual exercises, within different scenarios of complex and simultaneous crises, with the participation of all state institutions in the public and private sectors, in addition to conducting a comprehensive review and evaluation of the joint exercises, identifying their strengths and weaknesses, and testing the compatibility of the exercises with the national plans. In addition to communicating with many international centers and organizations in the field of developing capabilities and exchanging experiences within the field of crises and disasters management.

The Quality Assurance and Audit Unit

The Quality assurance and Audit Unit is considered the first line of safety and audit in the National Center for Security and Crises Management, as it conducts the internal financial and administrative audit of the transactions carried out by the Center’s directorates and units, with the aim of managing its capabilities effectively and with high efficiency that improves the performance of the Center to reach integration.
